# Is Power BI Really the Problem? 5 Signs to Look For

###### October 19, 2026

![two frustrated employees gesticulating ](https://www.teamscs.com/hubfs/two%20frustrated%20employees.jpeg)

When your[Power BI environment](https://www.teamscs.com/power-bi-enterprise) isn't delivering what you expected, it's easy to assume something is wrong with Power BI itself.

But the problem you see in a dashboard may have started somewhere else. Poor adoption, unclear ownership, disconnected datasets, confusing visualizations and inconsistent data definitions can all get in the way of useful reporting.

Before you rebuild your reports or rethink your BI platform entirely, look for these five signs that the real problem may be happening outside Power BI.

## 1. People Aren't Actually Using the Dashboards

You built the dashboards. You trained your team. But are people actually using the dashboards effectively?

One of the clearest signs of an adoption problem is employees quietly returning to their old reporting methods. Maybe they're exporting data into Excel, maintaining their own spreadsheets or asking coworkers to pull information for them instead of opening Power BI.

Don't rely on assumptions about adoption. [Power BI usage metrics](https://learn.microsoft.com/en-us/fabric/enterprise/metrics-app) can show how reports are being used, including report views, unique viewers and viewing trends.

If usage is lower than expected, the next question is: why?

Sometimes people simply aren't comfortable with the platform yet.[Role-specific training](https://www.teamscs.com/custom-training)can help employees understand how Power BI fits into their day-to-day responsibilities.

But training isn't always the answer. If employees understand Power BI but still can't answer the questions they need to answer, it may be time to revisit how your dashboards are set up.

## 2. Every Change Has to Go Through IT

A user needs a new filter. Another department wants a slightly different view. Someone needs a new report. Individually, these may be small requests. But when every change has to go through IT or your data team, the backlog can grow quickly.

That can be a sign that your organization hasn't found the right balance between oversight and self-service.

Your organization still needs appropriate permissions, identity management and clear ownership. But locking the environment down too tightly can make employees dependent on technical teams for work they could reasonably handle themselves.

Access alone isn't enough, either. Users need to know what they're allowed to do and have the skills to do it. If your employees need more support getting comfortable with the Microsoft data ecosystem, it may be a sign more training is needed.

Clear ownership matters on the technical side as well. When an API breaks, a dashboard stops refreshing or another problem appears, someone should know who owns the next step.

## 3. Every New Report Gets a New Dataset

Your sales team needs a new report, so someone creates a dataset. Finance needs another report, so they create another. Operations need something slightly different, and another dataset gets added.

Over time, you may end up rebuilding the same silos you were trying to eliminate.

Not every new report needs a completely new data foundation. Multiple reports can often use shared semantic models, helping teams work from consistent information while reducing unnecessary duplication.

Problems arise when datasets evolve independently. Two reports may appear to measure the same thing while relying on different logic or sources behind the scenes.

Before creating another dataset, consider whether the reporting need can be supported by an existing model and whether the broader environment is structured for reuse.

## 4. Your Dashboards Work, but They're Hard to Understand

A dashboard can be technically correct and still be difficult to use. Maybe there are too many visualizations competing for attention. Color coding changes from one report to another. The most useful information is buried. Or users regularly need someone to explain what a chart is actually telling them.

[Building an effective dashboard](https://www.teamscs.com/reporting-and-analytics)requires thinking about how people process information, what they need to see first and how they move through the report. A technically strong dataset doesn't automatically produce an intuitive dashboard.

The opposite can happen, too. A dashboard may look polished while relying on a messy process underneath. Maybe one person knows how to update it, calculations are pieced together specifically for that report, or the process can't easily be repeated elsewhere.

Useful reporting requires both: a reliable technical foundation and visualizations that help people quickly understand the information in front of them.

## 5. Nobody Agrees on What the Data Means

What counts as a qualified lead?

Which date should a department use when measuring turnaround time?

What metric is the right one to answer your specific question?

Power BI can't decide those answers for your organization.

If different departments define the same metric differently, those disagreements eventually show up in your dashboards. The same is true when business rules aren't documented, nobody knows which system is authoritative or calculations depend on knowledge that lives with one employee.

Automation can reconcile differences between systems, but those processes still need agreed-upon rules to follow. Someone has to determine which definition, source or calculation is correct.

That's where data governance comes in. Establishing clear definitions, ownership and standards gives your technical team a consistent foundation for reporting.

## Fix the Problem Behind the Dashboard

If Power BI isn't delivering the results you expected, rebuilding every dashboard may not solve the problem.

Look at where the friction is actually happening. Low adoption could call for training or a different dashboard setup. A growing IT backlog could point to self-service issues. Duplicate datasets may signal an architectural problem. Confusing dashboards may need better visual design. Conflicting numbers could trace back to missing business definitions.

Team SCS helps organizations identify what's getting in the way of reliable, useful reporting and build the right solution around the underlying problem.
